Reservation (deferral from mobilization)

бронювання · also бронювання, Booking, Draft exemption

Ukraine's system that defers mobilization for employees of critical enterprises. Per ThePublic, in 2026 their salary must be 2.5× the minimum wage: 21,617 hryvnias.

According to an April 2026 explainer by ThePublic, a reserved employee's gross monthly salary must be at least 2.5 times the minimum wage: with the 2026 minimum wage at 8,647 hryvnias, the threshold is 21,617 hryvnias. Employers must also have no social security or tax arrears and meet regional criteria set separately in each region; the defence industry is exempt from these conditions.

Defence industry enterprises automatically have critical status and can reserve up to 100% of their staff; private companies' critical status is time-limited and checked more strictly. Applications go through the government "Diia" app, and once approved the employee is entered in a special register in the "Oberih" system. Register updates can take one to three days, during which the employee can still be mobilized.

For sole proprietors (Sole proprietor (FOP)), ThePublic writes that a reservation requires proving monthly income above 61,000 hryvnias and paying 20,400 hryvnias in military levy. Separate proposals would let employers pay directly for deferrals; see "economic reservation".
