Economic reservation

економічне бронювання · also економічне бронювання, Paid deferral

Umbrella term for proposals letting employers or individuals pay for deferral from mobilization, such as a 2024 committee chair's 20,000-hryvnia levy and a 2026 idea of $1,500 a month.

In March 2024, Dmytro Natalukha, chair of parliament's Economic Development Committee, proposed a model in which companies would pay an extra military levy of 20,000 hryvnias for each reserved employee, regardless of position or salary. It would also cover sole proprietors (Sole proprietor (FOP)), with the money going only to the armed forces. ThePublic writes that parliamentary discussions from January 2024 produced a model in which business owners can "buy" a deferral for 6,000 to 50,000 hryvnias a month, but only if they meet the criteria.

On October 4, 2026, LIGA.net published an interview with serviceman and former banker Andrii Onistrat, who proposed that employers pay an additional $1,500 a month per employee, through Diia, to secure a deferral; those who do not pay would go before a military medical commission and face the general mobilization rules. He stressed that this would be a separate payment, not salary.

The idea drew more than a thousand comments on the DOU.ua forum. Supporters said it would bring money into the treasury and reduce bribery and illegal border crossings; opponents said it would let the rich buy their way out of the war.
